But important questions remain: What is AI adoption actually worth? Who captures the value? And how should it change RPO business models, services, and commercial relationships? This Executive Paper brings together RPOA’s research and practitioner-led work to examine where AI is creating measurable change—and where expectations remain ahead of reality. Drawing on industry research, buyer and provider perspectives, and months of structured discussion among RPO leaders and industry experts, it explores how value is shifting, why pricing models have been slower to change, and what RPO buyers and providers should be preparing for next. The RPOA Strategic Foresight Committee brings together RPO leaders, talent acquisition experts, analysts, consultants, and technology partners to identify and interpret the forces shaping the future of recruitment process outsourcing. Its purpose is to help the RPO community look beyond immediate trends, recognize meaningful signals of change, and translate those insights into practical guidance for RPO leaders and buyers. The Committee evolved from the RPOA AI Impact & Innovation Taskforce, launched in January 2026 to examine how artificial intelligence could impact RPO business models, service delivery, value creation, pricing, and the role of human expertise. The Taskforce’s work produced a series of executive briefs and culminated in the AI and the Future of Recruitment Process Outsourcing Executive Paper. In August 2026, RPOA transitioned the Taskforce into the standing Strategic Foresight Committee, expanding its mandate beyond AI to examine the broader technological, economic, workforce, buyer, and market signals that may influence the future of RPO. Through research, practitioner dialogue, and ongoing industry analysis, the Committee helps RPOA and its community anticipate change, explore emerging opportunities and risks, and prepare for multiple possible futures rather than simply react to change as it occurs. | Committee Chair, Kim Davis, explains the role of RPOA Strategic Foresight Committee |
